Dmitry Mariyasin- Resident Representative of the United Nations Development Programme (UNDP) Armenia

Dmitry Mariyasin is the Resident Representative of the United Nations Development Programme (UNDP) in Armenia. In this position, he is responsible for the programme and operations of the UNDP Country Office, an office with some 80 employees and over $14 million in annual budget.

Prior to joining UNDP in Armenia, Dmitry was the Regional Partnership Advisor and Team Leader in the UNDP’s Bureau for External Relations and Advocacy covering the Europe and the CIS region.  In this function, he led a team of 20 that supported UNDP’s partnerships with new development donors and partners in the region, including strategic partnerships with Czech Republic, Kazakhstan, Romania, Russia and Slovak Republic.

Marcos Athias Neto Director Finance Sector Hub - UNDP

Marcos joined UNDP in February 2013 and since then has been leading UNDP global work on private sector development and foundations, first at HQ in New York and then in November 2014 as the head of the Istanbul International Center for Private Sector (IICPSD) in Development. As of 1 April, this year, Marcos returned to HQ to lead the establishment and management of UNDP’s new Finance Sector Hub.

Prior to joining UNDP, Marcos spent 17 years at CARE International.

Oxana Bînzaru is the Regional Director for European Eastern Neighbourhood Region & Romania at Finance in Motion, a leading asset manager with nearly EUR 2 billion in assets across five impactful funds, including the Green for Growth Fund and the European Fund for Southeast Europe. Oxana manages the debt investments in financial institutions with focus on micro, small and medium enterprise finance, housing finance as well as green topics such as energy efficiency, renewable energy, and climate change mitigation. In addition, she is engaged in providing tailored technical assistance for partner institutions to foster institutional development, achieve impact, and promote responsible finance.

Jerome Pirouz-SENIOR VP STRUCTURING
TCX FUND

Jerome Pirouz joined TCX in 2011 and is responsible for transaction structuring, origination and product engineering. From 2009-2011, Jerome worked as a Senior Fixed Income Portfolio Manager in Brussels and Zurich where he was in charge of Investment Grade and High Yield Portfolios. In 2008, Jerome was a trader at UBS, London where he built the Credit Option business and traded Credit Derivatives Indices (Itraxx) on the credit flow desk. Between 2003 and 2007 he was a credit derivatives trader at Fortis Bank, Brussels where he ran different credit strategies. End of 2007 he set up the credit derivatives platform to trade LCDS at Fortis Securities LLC in New York for the leveraged loan desk.

Farida Abdulhafizova - Regional Manager for Central Asia, the Caucasus & Russia 
MFR (MicroFinanza Rating)

Farida Abdulhafizova serves as the Regional Manager for Central Asia, the Caucasus and Russia since Oct-2017, based out of Bishkek, Kyrgyz Republic. She oversees operations of the Kyrgyz office and is responsible for client portfolio and relationship management with the main stakeholders in the region. Farida is a Senior Analyst and has conducted over 40 assessments of microfinance institutions and small and medium-sized banks mainly in ECA region. Assessments include financial and social ratings, client protection certifications, due diligence services for investors including offsite reviews, country studies and market reviews. Farida is also involved in global projects, supporting the Technical Group and the Business Development Unit. Before joining MFR in 2015 as Analyst, Farida worked for a large MFI in the Kyrgyz Republic.

Matti Piiparine-SENIOR OFFICE PROJECT FINANCE
FINANCE IN MOTION

Matti Piiparinen is part of the project finance team at Finance in Motion, dedicated primarily to supporting the activities of the Green for Growth Fund (GGF). GGF is a specialized fund to advance renewable energy and energy efficiency investments, initiated by the EIB and KfW in 2009. Finance in Motion is an impact investment asset manager with five funds and more than EUR 2 billion in assets under management, including GGF. Prior to joining the project finance team, Matti supported two other funds at Finance in Motion and worked at RBC Capital Markets and Ernst & Young, working in various areas of investment banking, from supporting M&A transactions to helping companies in various industries to raise capital. Matti holds a BSc in accounting and finance from the University of Warwick and an MSc in economic history from the London School of Economics

Andro Butkhuzi, Deputy Programme Manager of EBRD’s Green Economy Financing FacilitY (GEFF)

Mr Andro Butkhuzi, Deputy Programme Manager of EBRD’s Green Economy Financing Facility (GEFF) in Armenia, is a seasoned banking expert with project experience in the area of sustainable energy finance in Eastern Europe, the MENA region and Asia. He works as a consultant for IPC (a Frankfurt-based consultancy firm) in the field of banking, SME finance and green finance.
As well as conducting market and feasibility studies in the economic, financial and environmental spheres, his areas of expertise also encompass institutional due diligence of financial institutions, the design and implementation of green lending programmes, and the provision of assistance to banks and MFIs in developing sustainable energy finance strategies and technologies. Prior to embarking on his consulting career in 2016, Mr Butkhuzi worked for more than 15 years at two financial institutions in Armenia and Georgia. Here he held various managerial positions and bore responsibility for overseeing business development and credit operations, and for coordinating environmental and social risk management. He also served as a management board member.

Zara Chatinyan-Local representative KFW Armenia

Ms. Zara Chatinyan, is the Local Representative of German Development Bank (KfW) in Armenia. The Bank has a more than 900 mil EUR investment portfolio in country’s energy, drinking water and irrigation, banking and agriculture sectors, accompanied by a significant technical assistance in legislative reforms. Ms. Chatinyan serves as liaison between government of Armenia -represented by ministries and prime minister, German Ministry of Economic Cooperation, KfW headquarter in Frankfurt, as well as embassies of Armenia and Germany. As KfW local representative Ms. Chatinyan closely cooperates with governments to identify sectors of reforms and targeted infrastructure projects. As part of the development cooperation, she supports introduction of international standards in project management and implementation. Ms. Chatinyan co-prepares and facilitates intergovernmental negotiations between Republic of Armenia and Federal Republic of Germany. She also participates in multi – million sovereign loan negotiations and project preparation.

JOSEPH KHALIL-DIRECTOR MFX CURRENCY SOLUTIONS

Joseph joined MFX in February 2019.  He is a global trader with extensive experience trading multiple asset classes (including fixed income, currencies, equities and commodities).  He has spent a considerable portion of his career trading for large, multi-strategy hedge funds.  Most notably, he was Head Asia Trader for the legendary trader, George Soros, at Soros Fund Management, working in its offices in New York and Hong Kong.  He holds an MBA in Finance, an MS in Diplomacy & International Relations and a BS in Mathematics, all from Seton Hall University.  He has also studied Financial Engineering at the Stevens Institute of Technology.  He is fluent in English and Arabic. Kairat Shalabay-Team Leader CLIMADAPT

Kairat Shalabay is a TC Team Leader for CLIMADAPT, an EBRD project in Tajikistan established to promote investments in improved climate resilience technologies to help make the Tajik private sector more resilient to climate change.
Kairat serves as one of the leading consultants and trainers at the Frankfurt School of Finance and Management since 2010 and is regularly engaged in implementation of assignments in Eastern Europe and Asia. Kairat has variety of projects in his portfolio of advisory mandates including: Local Enterprise Support Program - Jordan, German-Ukrainian Fund – Ukraine, KICB Bank – Kyrgyzstan, BystroBank – Russia, Financial sector development – Kazakhstan, InecoBank – Armenia, Commercial Lending Development – Bosnia and Herzegovina, Savings and Credit Associations - Moldova, Rabitabank - Azerbaijan and many others.

Gagik Khachatryan-Institutional CONSULTANT PPP

For over 11 years, as the Advisor of Prime Minister of Armenia and Deputy Chairman of the State Committee of Water Economy of Armenia, Mr Khachatryan has coordinated PPP-based reforms in the water sector. Throughout that time all water utilities of Armenia have operated under PPP, namely: three Management Contracts with the ACEA Group (Italy), SAUR (France), MVV-Decon and MVV Energy companies (Germany) and a Lease Contract with VEOLIA Group (France), as well as processing a national lease contract (eventually signed with VEOLIA Group). As an outcome of this work water sector has shown progressive and increasing level of performance.

The last decade of Luke’s career has focused on building a robust and efficient bridge between private investors and impactful projects in developing markets. Andrey Shlyakhtenko Senior Climate Finance Specialist - International Finance Corporation (IFC)

 Andrey joined IFC’s Blended Finance team in 2013 and is responsible for IFC’s implementation of Blended Finance programs under several climate funds, including Clean Technology Fund and Scaling Up Renewable Energy Program. Andrey is also a coordinator for three bilateral Blended Finance programs between IFC and the Government of Canada, including both investment and advisory components.Prior to IFC, Andrey spent several years at the World Bank in the East Asia Pacific Infrastructure sector, spearheading the Green Infrastructure Finance initiative and co-managing AusAID sponsored East Asia Pacific Infrastructure for Growth Trust Fund. Before that Andrey worked at various private sector companies, including Bates&White, Taylor DeJongh, others.Andrey holds an MBA degree from Georgetown University, USA and a degree in Physics from St. Petersburg Polytechnic University, Russia.

Anna Samwel Head of Branch Office - Women Engage for a Common Future (WECF) Georgia

Anna became involved as a volunteer in Women in Europe for Common Future when she was studying ecology and development studies, with an emphasis on gender and organic agriculture. She supported WECF’s field work in Romania, building water and sanitation facilities and helping to set up a women’s group. She subsequently became involved in their project work in Central Asia. Artem Kazaryan Country Expert -  Covenant of Mayors for Climate & Energy CoM East

Artem Kharazyan has more than 15 years of experience in coordination and implementation of projects in climate change, energy saving and energy efficiency sectors. Enrique Lora Monitoring & Evaluation Officer -IFC

Enrique Lora is a Sector economist and results measurement specialist working for IFC, based in Vienna, Austria. In his role, Enrique undertakes the assessment of the expected development impact of IFC infrastructure and natural resources projects. He also leads IFC analytical work and evaluations with the objective to strengthen the evidence underpinning IFC infrastructure interventions. Enrique is the regional focal point for IFC Sector economics and development impact department (CSE) department in ECA and MENA.

 Enrique joined IFC-WBG in 2013. Since then he has been based in IFC operational hubs in LAC and ECA (Lima, Istanbul, and now in Vienna).  Enrique has vast experience on research, monitoring, and evaluation, with IFC and other international organizations, including FAO and UN-ECLAC. Enrique is an economist and holds a master degree in public policy.
